I want to game rather than play outside, is this bad?

I can understand you of course, but what you have to keep in mind is that you need a balance between the time you spent playing video games, for example, and your time you spent doing physical activities. So at some point, if you spend most of your time in your room playing video games, it's not necessarily healthy. So you also have to take some time for physical activity because it's part of a healthy life and you need to practise it.

How long should I be on my phone or computer?

Okay. It's not really a question of how long you stay. It is more a question of what you are actually doing with your phone or your computer. And you should also check with your parents when you can. And for example, in which conditions, for example, it's not the same if you spend a moment playing after you have done your homework, or for example, just before going to sleep. Because if you play with a smartphone just before going to sleep, even if it's a few minutes, it can complicate or slow down the process of falling asleep. So what you have to understand is that it's not a question of exact number of hours, but when for which kind of activity. And it's why it's also important that your parents are knowing what you are doing, and so they can help you to say to you when you can do what and for how long.

Can gaming make me act differently?

The simple fact of gaming will not transform you or making you differently. But of course, if you spend a lot of time in gaming, perhaps too much time in gaming, then perhaps your friends will think you have become different, or perhaps you will invest less time in activities. You are really involving time before. So in a sense, it could make as if you have change in that sense.
